Intrastate operating authority fees by state (2026)

To haul freight or passengers entirely within one state, many states require their own operating authority or motor-carrier registration — separate from the federal MC authority you get from the FMCSA for interstate work. Below is the official fee for each state that has one, from the agency, before any filing-service markup. A few states (Florida, for example) deregulated intrastate trucking and charge nothing.

Intrastate authority is about whereyou operate, not who regulates safety. If every load stays inside one state's borders, federal interstate authority doesn't apply — but that state may still require you to register as a for-hire carrier, file insurance (often a Form E), and pay a fee. The structure varies widely: a flat one-time application fee, a per-vehicle charge, or a tier by carrier type (general freight vs. household goods vs. passenger). Where it's a formula, the table shows the formula rather than a single number.
This is distinct from your USDOT number (federal safety ID, required for most intrastate CMVs too) and from IRP registration (which is for interstate apportioned plates). A purely intrastate carrier generally skips IRP and IFTA but may still owe this state authority fee.

- What is intrastate operating authority?
- It's a state's permission to operate as a for-hire motor carrier entirely within that state. It's separate from FMCSA/MC interstate authority, which covers crossing state lines. Requirements and fees are set by each state (often its DOT, PUC, or PSC).
- How much does intrastate authority cost?
- It depends on the state and carrier type.
