UCR 2027: the proposed fees, what's actually confirmed, and the deadline that matters

The proposed 2027 fees, next to what you pay now

On April 7, 2026, FMCSA published a proposed rule (91 FR 17618) to set the 2027 registration-year fees. The public comment period closed May 26, 2026 after a small-business association won an extension; the final rule hadn't been published as of this writing. Here's the proposal against the current, final 2026 schedule:

For most owner-operators the change is nine dollars. At the top bracket it's $9,329. The stated reason is a projected $21.79 million revenue shortfall in the program; FMCSA notes that even after the increase, fees would remain below where they stood in 2019–2022. Brokers, freight forwarders, and leasing companies without trucks pay the lowest-bracket fee regardless of size.

Fleet size, for bracket purposes, is the number of commercial motor vehicles you operated in interstate commerce — which is why it's worth checking the count you carried over from last year before renewing. A carrier that dropped from 21 trucks to 20 crosses a bracket line worth about $800.

The date that isn't moving: January 1

Whatever happens with the fee rule, the UCR Plan's enforcement guidance is blunt: every operation subject to UCR must complete its registration and pay its fee before January 1 of the registration year. Registration has historically opened October 1 — but for 2027 no opening date has been announced, presumably because the fees it would collect aren't final. The practical takeaway: put January 1 on the calendar as the hard stop, watch plan.ucr.gov for the opening, and register early once it's live — there is nothing to gain from waiting, and December is when everyone else remembers.

How not registering actually catches up with you

UCR has no decal and no cab card, which tempts people into thinking it's invisible. It isn't. At roadside, the officer runs your USDOT number and SAFER shows your UCR status on the spot; non-payment goes on the Driver/Vehicle Examination Report under violation code 392.2 UCR — failure to pay UCR fees. Fines are set state by state (no official national table exists, so ignore the specific dollar ranges vendor sites like to quote), and a stop in every state you cross can produce a fresh citation until the registration is paid. The UCR Plan also runs coordinated enforcement pushes — in 2026 those "UCR Awareness" weeks fell in January and June, timed for exactly the carriers who let the deadline slide.

About those "pre-register now at a discount" emails

Several third-party filing sites are already advertising 2027 UCR pre-registration, some with a "discount." Read that carefully: UCR fees are set by federal rule and are the same everywhere — for 2027 they aren't even final yet. A "discount" can only be a discount on the site's own service markup, and "pre-registration" for a year whose registration hasn't opened is, at best, the site holding your information (and card) until it can file. If you want to pay someone to file your UCR, that's a legitimate convenience — but the official registration happens at plan.ucr.gov, where the fee is the fee.
