How the calculator works
New York's Highway Use Tax is taxable miles × a per-mile rate bracketed by weight. This calculator uses the gross-weight method (Schedule 1, Table 1 — laden taxable miles), the method most for-hire carriers elect. New York also offers an unloaded-weight method with its own tables; you choose one when you register, and the election comes with rules about when you can change it.
Two things reduce your taxable miles that this quick estimate can't know: miles on the toll-paid portion of the Thruway are excluded entirely, and a handful of vehicle categories are exempt. If a meaningful share of your New York running is on the Thruway, your real bill is lower than the estimate — provided your records split Thruway miles out. Frequently asked questions
How is New York HUT calculated?
Taxable New York miles multiplied by a per-mile rate that depends on the vehicle's weight. Under the gross-weight method (which this calculator models), the rate comes from Schedule 1, Table 1 of the state's rate tables: from 0.84¢ per mile at 18,001–20,000 lbs up to 5.46¢ per mile at 76,001–80,000 lbs. New York also offers an unloaded-weight method with its own tables, elected when you register.
What is the NY HUT rate per mile?
There is no single rate — it is bracketed by gross weight in 2,000-lb steps. A fully loaded 80,000-lb combination pays 5.46¢ per taxable mile under the gross-weight method; a 40,000-lb truck pays 1.68¢. The full official table is on this page.
Are New York Thruway miles taxable for HUT?
No. Miles traveled on the toll-paid portion of the New York State Thruway are excluded from taxable HUT miles — you already pay for that road at the toll barrier. Your trip records need to separate Thruway miles from other New York miles to claim the exclusion.
Who has to pay New York HUT?
Any carrier operating a motor vehicle with a gross weight over 18,000 pounds on New York public highways — interstate or intrastate, based in New York or just passing through. You need a HUT Certificate of Registration and decal for each qualifying vehicle before operating.
When are NY HUT returns due?
Most carriers file quarterly: the return and payment are due the last day of the month after the quarter ends (April 30, July 31, October 31, January 31). The Tax Department can assign monthly or annual filing based on your liability, and a return is due even for a quarter with zero taxable miles.
